Under the unified arrangement of National Development and Reform Commission and the National Energy Administration, in conjunction with the provinces (autonomous regions and municipalities) energy authorities, China Renewable Energy Engineering Institute has organized a statistical review on the overall situation of national quarterly, half-yearly and annual wind power project approval, development, construction, and operation.

China National Renewable Energy Centre has completed the "first half of 2013 China Wind Power Construction Statistical Evaluation Report" as requested in the "wind power Information Management Interim Measures" (States New Energy [2011] No. 136). The report includes the provinces data review, confirmation, and aggregation of the reports submitted by the (autonomous regions and municipalities) wind power project companies, as well as the energy authorities of different levels, major equipment manufacturing enterprises.

The following are the summary of 2013 first half wind power construction and development:

The wind projects approvals:

As of June 30th, 2013, the national total approved wind capacity reached 115.72 million kilowatts, with the cumulative grid connected capacity of 67.49 million kilowatts, and a capacity of 48.23 million kilowatts under construction.

During the first half of 2013, there are 102 approved new projects nation wide. The new approved capacity reached 9.02 million kilowatts, an increase of 4% y-o-y. During the first half of 2013, the national wind power grid connected electricity reached 69.5 billion KWHs, an increase of 48 percent y-o-y, accounting for 2.8% of the national total grid connected electricity supply. Calculated on conversion of 320 grams standard coal per kwh, the grid connected wind power electricity can be converted to about 22 million tons of standard coal. Inner Mongolia wind power electricity in the first half has reached 18 billion kwh that remains the first in the country, accounting for26% of the national total wind power grid connected electricity. In addition, the grid connected wind power electricity in Hebei, Gansu and Liaoning provinces have also exceeded 5 billion KWHs respectively.

Huaneng newly added grid connected capacity reached 310,000 kilowatts, ranked second with a cumulative grid connected capacity of 8.65 million kilowatts. Datang newly added grid connected capacity reached 300,000 kilowatts, ranked third with a cumulative grid connected capacity of 8,000,000 kilowatts. Five power generation groups' cumulative grid connected capacity reached 38.33 million kilowatts, accounting for 57% of the country's total grid connected capacity.

The wind turbine manufacturers

First half of 2013, the national newly added wind turbine installed capacity reached 6.93 million kilowatts, of which Goldwind newly added installed capacity accounted for 18% in the domestic market share, ranking first in the country. Guodian United Power business continued its market share expansion, accounting for 12% of the domestic market share, ranking the second. Guangdong Ming Yang, Hunan XEMC and Shanghai Electric newly added installed capacity have all exceeded Sinovel and Dongfang Turbine during the first half of this year, ranked third, fourth, and fifth respectively.

CITIC was sued for the alleged theft of trade secrets

Bridge the Gap, Promote the Understanding

According to CITIC OS's website:

With the long-term strong supports from the Chinese government and CITIC Group, CITIC OS is focusing on providing our customers the best quality professional services in the BPO industry, and is committed to develop the company into one of the biggest & best outsourcing service suppliers in the world.

CITIC Outsourcing Service Co., Ltd ("CITIC OS") a domestic leader of business process outsourcing ("BPO") services in China, which is invested by China CITIC Group (a Fortune Global 500 company). It has developed and built up large-scale comprehensive outsourcing service facilities in several big Chinese cities.

They are providing "one-stop" back-office outsourcing solutions including cheque distribution, records storage, imaging & data processing, cash processing & ATM services, supply chain management, back-office centers operation and tailor-made BPO services to thousands of financial institutions, government departments and multinational enterprises throughout China.

Through continuously bringing the world's advanced business models and cutting-edge technologies into the domestic market, as well as cooperating with local famous universities and professional research institutions, CITIC OS has already developed and applied a number of innovative BPO services and supply chain management systems in China.

CITIC OS has been rapidly expanding with its main business of inter-bank notes storage, delivery and other financial logistics. CITIC has considered listing this business in the stock market. However, CITIC has been involved in a lawsuit whirlpool. Singapore Transnational Company Private Limited (TCPL) sued CITIC of theft of its financial logistics trade secrets.

However, what is really behind the curtain? We need to trace back to the year 2001.

September 2001, TCPL established Transnational Logistics (Tianjin) Co., Ltd in Tianjin, China (hereinafter called "Transnational logistics"). The company engaged in the logistics system design and warehousing services i.e. financial outsourcing business. The major s financial outsourcing services customers mainly include banking, insurance, and securities companies.

At that time, this was an emerging business there are rarely companies operating in the country so it enjoys a rapid growth. The revenue in 2004 has reached 19,138,100.00 Yuan. And TCPL has established branches in Beijing, Nanjing, Shanghai, Guangzhou, Shenzhen, and Tianjin.

CITIC was optimistic about TCPL's financial outsourcing logistics business prospects, proprietary technology and management experience. In May 2004, in order to introduce this financial outsourcing logistics business into CITIC Group, CITIC, Beijing Any Links Software Systems Co,. Ltd and TCPL (Tianjin) have established a joint venture CITIC TCPL Logistics. In which, CITIC held 51%, TCPL held 44%, and Beijing Any Links held 5%.

November 2005, CITIC TCPL Logistics has invested the CITIC Logistics Technology Park in Tianjin covering an area of ??50,000 square meters.

With CITIC's Chinese network, CITIC TCPL Logistics has almost monopolized Tianjin all bank checks, housing loan contract delivery business. From 2003 to 2008, CITIC TCPL Logistics annual financial result has grown from 10.12 million Yuan to 219 million Yuan and its profit margin has also increased to 7.27 million Yuan from the 3.89 million. It is worth noting that this company's profit margin has been maintained at above 20%, with the highest of 54%.

However, beginning in 2009, the revenue and profit suddenly plummeted. Reported operating income was only 4,128,700 Yuan in 2009, with a loss of -121.65 million, a sharp drop of 116.72%. 2010 was even worse, 2010 revenue was only 1.11 million in, with a loss of 1.749 million Yuan.

What was happening? Liew Mei Hing started wondering when he couldn't get the financial statements and financial information. Finally, he found something wrong as CITIC has confiscated all the information and refused to hold board meeting, and TCPL decided to sue CITIC on the court for the theft of trade secrets.

According to the allegation, as the controlling partner of a joint venture between TCPL and CITIC, CITIC has secretly set up competitive companies, not only the joint venture contracts, the customers, profits, even all the staff and management software, etc. have been taken by CITIC newly established relevant companies.

These actions have caused huge losses in the joint venture company. CITIC use the losses as an excuse to close the joint venture and operation the same kind of financial services without the joint venture partner who has contribute the experience and trade secrets of the financial logistics business. CITIC OS is one of the companies CITIC has established during this time.

However, TCPL has lost the case as they don't have sufficient evidence to prove that their intelligent property can be considered as the trade secrets. LIEW MEI HING said that they didn't even think that as famous as such a big company, CITIC could have such guts and face to commit such dishonored behavior, which really defeat their confidence to develop their business in China.
