Contemporary China: Socio-Economic Systems

In the Chinese social system, there are three citizens' statuses: peasants, workers, cadres. Peasants are administrated by the Ministry of Agriculture, workers are managed by the labor bureaus, and the cadres are with the Personnel Bureau, relative to the cadres, the first two statuses are known as masses. From 1949 to 1992, the social status was mainly determined by such identity, after 1992, the social statuses are determined by the wealth.

Bureau of Statistics 2007 data, there are 737 million Chinese farmers (including 220 million migrant workers), 29 million the state-owned enterprises workers, 10 million large collective workers, 160 million of non-state economy (foreign, private, joint-stock enterprises, urban unemployment), all together are about 9.4 million population.

1997 data, there are 40 million cadre status (central government freeze the number of cadres in 40 million), 5.7 million civil servants, 28 million professional and technical personnel. In the 40 million there are 16 million party members. China now has about 10 million private entrepreneurs. 25 million quasi-cadre files in the job market have not entered the cadre status in the Personnel Bureau (once admitted to the university, the person has a cadre status but did not employed by the state enterprises, the person's file will be filed in the talent market.) The total number of these three is 75 million people, 5.8% of the total population, which is a small probability event. The fifth national census in 2000 shows there are4571 million people received a college education, 3.5% of the total population, as of 2009, the total number of the post-graduate are about 5 million, accounting for 0.4%.

Professional and technical personnel (teachers, doctors, engineers, accountants, lawyers), are accounting the proportion about 5.1%of the social class structure, the total number of doctors is about 5 million, 0.4% of the total population. In general, the treatment of technical personnel in China or in their own sense is just like the senior technicians, far from being due respect, or even the least fairness.

At the end of 2005 the national population of aged over 65 is about 100.55 million, 7.7% of the total population, China has entered into the aging society, and the aging degree of Shanghai is about 20%. Take China 2000 census as a benchmark, the total 0 to 15-year-old Chinese male population is 18.83 million more than the women with the same ages, it is expected that by 2020, in the marriageable population in China there would be 40 million more men than women. The end of 2005, there is a total of 8296 of people with all kind disabilities in China (including mental disabilities), accounting for 6.34% of the total population, involving 70.5 million households, accounting for 17.80% the total number of households. Human Resources and the Minister of Social Security predicted in 2009, there are more than 24 million unemployed.

There are total about 70 million party members, in slight fluctuations with CPI; relative to party members, non-party members are called "the masses", and the word "masses" in Chinese character pictographically means the sheep of the king, the source of taxes and soldiers, generally means the need for someone to lead the mob. There are around 2.3 million Air force, Navy, and land troops active on duty, about 1.2 million the total number of armed police, armed police internal security forces total strength is 80 million, about 1.6 million the total number of police officers, more than 670 prison, more than 1.5 million offenders in custody.

There are 21 million Chinese people in absolute poverty with annual income of less than 683 Yuan, and 200 million low-incomers with annual income of less than 958 Yuan.

As the urban-rural divide, the gap between large, medium and small cities, the specific division of work environment, everyone are experiencing basically almost the same with their own, and generally 18 to-34 year olds (without a good family background) is basically the most difficult section on the road, also with the highest suicide rate in all China's populations.

Contemporary China: 10 Social Categories & Five Socio-Economic Classes


 

Ten social categories (based on differences in resource ownership):

(1) state and social management category (with organizational resources) is about 2.1% (1-5% in the cities, 0.5% in the urban and rural integrating administrative areas); refers to the party and government, business and social groups leading executives cadres exercising real authority and the management functions in the administrative unit including: central government ministries and municipalities practical administration of the division level and above executive-level cadres; cadres in provinces and regions practical administration of the township administrative section level and above, this category is currently account for the proportion of about 2.1% in the social class structure.

(2) managerial personnel (with cultural resources or organizational resources), 1.5% (up to 9% in some cities); refers to the senior and middle management staff in the state-owned, collectives, private and joint ventures, wholly foreign-owned large and medium enterprise, this category is accounting for the proportion of about 1.5% currently in the social class structure.

(3) private entrepreneurs (with economic resources), 0.6% (private sector takes up to 3% in developed regions, 0.3%in less developed areas); the persons making profit with a certain number of private ownership of capital or investment in fixed assets, in accordance with existing policies and regulations, those include private enterprises with more than 8 employees. This category is currently accounting for the proportion of about 0.6% in the social class structure.

(4) professional and technical staff levels (with cultural resources), 5.1% (10-20% in large cities, 1.5-3% in urban fringe areas); refers to the various economic agencies (including state organs, party and mass organizations, national enterprises, collective enterprises, and various non-state, or public ownership enterprises) specializes in a variety of professional works, scientific and technical staff, this category is currently accounting for the proportion of about 5.1% in the social class structure.

(5) the staff levels (with minor cultural resources and organizational resources), 4.8% (10-15% in urban area, 2-6% in urban fringe areas); refers to full-time office staff assisting the department in dealing with day to day administrative affairs, mainly the low-level clerical staff in party and government organs in the civil service, enterprises of various ownership and mainly of primary non-professional management. This category is currently accounting for the proportion of about 4.8% in the social class structure.

(6) individual businesses (with minor economic resources), 4.2% (the actual number is more than the registered number); the persons with private ownership of small amount of capital (including property) involving in production, circulation, services and other business activities or financial bond market to make a living. Such as individual business owners or micro business (owners have sufficient capital to hire labor but also directly involved in labor and production), self-employed business people or self-employed workers (with sufficient capital to open their own business but do not employ other workers), and small shareholders, minority shareholders, owner of small rental housing, etc., this category is currently accounting for the proportion of about 4.2% in the social class structure.

(7) business services staff levels (with a small amount of the three resources), 12%; refers to the non-professional, non-manual and manual staff in the commercial and service sectors, this category is currently accounting for the proportion of about 12% in the social class structure.

(8) industrial workers (with a small amount of three resources), 22.6% (of which 30% of migrant workers); refers to the physical, semi-manual production workers, construction workers and related personnel in the secondary industry, this category is currently accounting for the proportion of about 22.6%in the social class structure.

(9) the peasant (with a small amount of three resources), (44% in 1999); one of the largest category in China, refers to farmers with the collectively owned farmland contracted to agriculture (forestry, animal husbandry and fishery) industry as the sole or main occupation, and agriculture (forestry, animal husbandry and fishery) industry as the sole source of income or principal source of income, this category accounts for about 44% of China's total working population now.

(10) Urban and rural jobless, unemployed, semi-unemployed category (with no resources), 3.1%. refers to the working age population with no-regular employment (excluding students), this category is currently accounting for the proportion of about 3.1% in the social class structure.

Five socio-economic classes

(Classified according to family income or monthly income per capita)

(1) The upper social strata: high-level leading cadres, big business executives, senior professionals and large private entrepreneurs;

(2) Upper-middle-level cadres, middle managers of large enterprises, SMEs managers, mid-level professional and technical personnel and medium business owners;

(3) Middle-middle class: junior professionals, small business owners, officers, individual businesses, senior technicians, large agricultural operations;

(4) Lower class: individual service providers, workers, peasants;

(5) Bottom class: workers living in poverty and lack of job security, peasants and joblesses, unemployed, underemployed workers.

China Middle Class Definition

 

There is a popular definition on middle class in China: they are mainly engaged in mental work, making a living mainly by wages and salaries, general well-educated, with professional knowledge and strong professional capability as well as the corresponding household consumption level; with certain leisure time, pursuing quality life, generally with certain management rights and control rights towards their work objectives. At the same time, most of them have good citizens, civic awareness and the corresponding self-cultivation. In other words, from the economic status, political status and socio-cultural position of the point of view, they are living in the middle level of society at current society - this is a seemingly clear, but in reality, vague definition.

Another article proposed the top ten symbolic about middle class: 1, annual income is about 200000 Yuan; 2, owning stocks or holding options; 3, owning chalets or villas, and a nice-looking car; 4, with wealthy and colorful nightlife, not necessarily nightclubbing or mahjong playing, usually business negotiation or a concert; 5, a foreign identity or at least more than three years spent in foreign countries; 6, kin to ancient culture, world ancient civilization, especially the antiques; 7, knowledge of manners, American style, European worshiping; 8, knowledge of the latest staged opera and ballet; 9, often talking with mixed foreign words, which shows a difference much confusing the Chinese audience; 10, dress casually, not just ordinary, but a very deliberate casual.

Seemingly very clear definition, and interesting elaboration, but still a conception to be discussed amongst the sociologists in China and around the world since it is truly an important topic ever progressing and changing with the social, economical, politic development in China and around the world, as there are so many unpredictable events both natural and civic happens daily around us, Iraq a few years back, Syria a few days gone by, now is the Egypt, Greek, Italy: war, and peace, rocket and monetary, all mixed up stirred in a cup of coffee with the smoke curling arise, a smoggy air around the concept and definition of the Chinese Middle Class as a population, or as a group of people with or without power, strolling on the Wall Street, or in Tiananmen square, just like 12 years back with tank and bullets, blood and wounds everywhere.
